NCLB Waivers

No Child Left Behind Waivers are coming to the state of Illinois. Are you ready? Have you finalized your plans to meet your yearly supplemental education goals in the first quarter of the year?

The NCLB waivers allow the schools that were once deemed failing to issue Title I funding for new projects that would target underperforming students. The schools could chose to use this money for training teachers, tutoring (if they deemed necessary), educational programs for the student body, etc. Many states have sent “elementary education improvement plans” that are targeted to meeting goals that vague at best.

“The sheer volume of states that are operating under the waivers signals the end of the era of the groundbreaking education law. In its wake, there will be a host of state-designed programs that may or may not provide the answer for overhauling the elementary and secondary education system. (Congress cannot be counted on to update the law, although Education Secretary Arne Duncan made yet another plea for legislative action last week.) Meanwhile, an analysis of the approved waivers from the Center for American Progress found that states did not articulate "new innovations" in their applications, a troubling notion. CAP found that the states were, however, able to articulate their ongoing goals to improve their schools, a helpful exercise.” (National Journal, 2012)

So far about 32 states have received No Child Left Behind Waivers. These states include Arizona, Arkansas, Colorado, Connecticut, Delaware, Florida, Georgia, Indiana, Kansas, Kentucky, Louisiana, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, New Jersey, New Mexico, New York, North Carolina, Ohio, Oklahoma, Oregon, Rhode Island, South Carolina, South Dakota, Tennessee, Utah, Virginia, Washington, Washington, D.C. and Wisconsin.
